Summary of Experience

Michael L. Bates, P.E. is a State licensed Mechanical Engineer and a South Coast Air Quality Management District Certified Permit Processing Professional who provides Regulatory Agency compliance consulting services for facilities with industrial processes to allow the installation, relocation, or modification of their equipment. In addition, these services have been rendered to facilities to insure that compliance is maintained. A general summary of consulting services rendered is listed below:
  • Many Air Pollution Control District requirements, including:
    - SCAQMD's Regulation XI permitting.
    - SCAQMD's Rule 1401 and 1402 applicability and screening.
    - SCAQMD's Rule 212 Public Consultation meetings.
    - MICR exposure analysis.
    - Emission inventory verification and reporting.
    - Air Toxics "Hot Spots" screening.
    - Title V permitting.

Project Experience

New automated coating line equipment; Fibernetics, Compton, CA.
Engineer responsible for the successful completion and approval of all plans, specifications, and applications required for the installation of all equipment in an automated coating line for this fiberglass molded products company. This project required meeting the requirements of SCAQMD as well as the Local Fire, Life and Safety Regulatory Agency.

New automated process equipment; Cubic Balance Golf, Rancho Santa Margarita, CA.
Engineer responsible for the successful completion and approval of all plans, specifications, and applications required for the installation of all equipment in an automated process line which included washing, coating, and drying equipment for this golf club manufacturer. This project required meeting the requirements of SCAQMD as well as the Local Fire, Life and Safety Regulatory Agency.

Title V permitting; Fibernetics, Compton, CA
Engineer responsible for the preparation of a Title V permit for this fiberglass molded products company. This process involved a complete site survey to determine compliance with current District rules and the modification of various existing SCAQMD permits.

New Aircraft coating equipment; Edward's AFB
Engineer responsible for the successful completion and approval of all plans, specifications, and applications required for the installation of a military aircraft coating system at Edward's AFB. This process involved the performance of SCAQMD's Rules 1401 and 1402 screening analysis as well as a MICR exposure analysis.

Emission inventory verification and reporting; various facilities in the South Coast Basin
Engineer responsible for the verification and reporting of facility emissions as required by the SCAQMD's annual emission summary report.
